Claudia Q. Baliscao, LCSW, CSACC

Claudia Baliscao is a bilingual Licensed Clinical Social Worker and Certified Substance Abuse Counselor with more than 20 years of experience supporting military, veteran, and civilian communities. She currently serves in leadership role and  oversees a multidisciplinary team across more than a dozen service lines dedicated to expanding access to behavioral health care for service members.

In addition to her service to military organizations, Claudia is the founder of HOOLA Counseling and Consultation, a practice dedicated to providing culturally grounded, trauma-informed psychotherapy, clinical supervision, and consultation services in Hawaii and California. Her work spans direct patient care, program development, and the integration of evidence-based treatments, including EMDR, CPT, PE, CBT, and EFT, with a focus on trauma, substance use, and co-occurring conditions.

Claudia’s dedication to the military community is also personal—she is married to an active duty service member who served two combat tours in support of OIF. This unique perspective strengthens her commitment to serving those who sacrifice so much for our nation.
